<p><span lang="EN">Several members walked out of a faculty <a href="http://academics.boisestate.edu/facultysenate/"><span style="color: #0000ff">senate</span></a> meeting Tuesday rather than participate in a vote involving all official faculty in a decision making process. The original intent of the special session in the SUB was to approve proposed changes to a State Board of Education policy, further protecting tenure and salaries. A debate over the changes escalated into an argument over the involvement of all faculty and staff, resulting in the walk-out.</span></p>
<p></span></div>
<p><span lang="EN">The proposed revision addressed the threat of exigency and the need for shared governance.</span></p>
<p>The American <a href="http://www.aaup.org/aaup"><span style="color: #0000ff">Association</span></a> of University Professors defines exigency to be “an imminent financial crisis that threatens the survival of the institution as a whole and that cannot be alleviated by less drastic means than the termination of tenured faculty appointments.”</p>
<p>Shared governance implies changing the delegation of authority from the chief executive officer to a procedure allowing for faculty input and formal due process.</p>
<p>Business and Economics College representative, Gary McCain, opened the discussion by a motion to reject any change to the exigency policy.</p>
<p>“There is no sense to make a revision if we agree with this policy,” he said. “I believe when we write our own institutional policy it will give us more protection than the State Board of Education can provide.”</p>
<p>Drafting an institutional policy to further protect employment is next on the faculty senate agenda. It will clarify and define circumstances of financial crisis, budgetary units, faculty tenure salary ties and reinstatement procedures.</p>
<p>Social Sciences and Public Affairs representative, Bob McCarl, stated a revision was not required.</p>
<p>“We already have the power and the right to make changes if we feel they are necessary,” he said. “We need to send a message to the State Board that we stand with other universities and we retain the right to move independently &#8211; if we so choose.”</p>
<p>Education representative, Roger Stewart, presented the alternate viewpoint of going with the proposed changes.</p>
<p>“We have the opportunity to craft our destiny,” he said. “The cup is half full, not half empty. I have compared the documents and this is a very doable compromise.”</p>
<p>Health Science senator, Sara Alten, agreed with Stewart and suggested full participation of the senate.</p>
<p>“If we don’t participate, it may happen any way, and it will look like we didn’t care,” she said.</p>
<p>A roll call vote was taken resulting in the majority favoring the proposed change.</p>
<p>Vice President Lynn Lubamersky said if they proceeded in changing the policy, faculty members would be upset.</p>
<p>“I think this is too important of an issue and we are too divided as a senate,” she said. “If we can look at this policy, all faculty members should be able to, as well, so they can decide if this will be a good thing for them or not.”</p>
<p>Alten rejected the idea, stating involving faculty members would be unfair.</p>
<p>“This has been a three month process,” she said. “They don’t have the full background, the e-mails, and all the discussions.”</p>
<p>Ex Officio senator, Craig Hemmens, disagreed stating faculty members should participate.</p>
<p>“We all have Ph.D.’s,” he said. “We don’t need a trail of e-mails. We can ask the question &#8211; do you like it or do you not &#8211; it’s that simple.”</p>
<p>Accusations of biased presentations were answered by claims of anti-social behavior as several members left the room.</p>
<p>President Owen McDougal responded to questions regarding quorum, voting by proxy and proper procedure after an attempt to vote by the eight remaining senate members failed.</p>
<p>“We can’t justify this vote based on who is here,” he said.</p>
<p>The next faculty senate meeting is scheduled for Dec. 8, one day prior to the State Board of <a href="http://www.boardofed.idaho.gov/"><span style="color: #0000ff">Education</span></a> meeting. The possibility of faculty and staff input was effectively eliminated by the senate members walk-out.</p>

You will work with the rest of our team (reporters, photographers, editors, designers, etc.) from across the newsroom on long-term and rapid deadline stories. We are looking for students who can and will work a variety of subjects and understand the value of community journalism. Audio, video, skills and comfort with WordPress and social media such as Twitter and Facebook are a plus. A love for writing or eagerness to learn is a must.  We expect you to come to us with a strong sense of journalistic values (including a serious grasp of ethics, news sense, commitment to our community, decision-making, working on deadline, etc.). You will work with the rest of our team (journalists, producers, photographers, designers, etc.) from across the newsroom on long-term and rapid deadline stories. You will teach journalists to conceptualize, design and produce story packages that are told through print and online articles, various platforms of multi-media such as video and podcasts, microsites, interactive graphics, blogs, video and other platforms of media as they emerge. </span></p>

<p>Dear &#8211; &#8220;insert big time school name here,&#8221;</p>
<p>I know your football team is struggling right now and you’ve almost or already have fired that big money coach of yours. You know, the one that was supposed to bring you BCS games, National Championships and winning seasons.</p>
<p>I understand that you are on an extremely competitive hunt for a winner of a coach, someone that will lead your team, inspire you players and actually win. You are searching for a classy coach to please your boosters and make your community and team supporters happy. All of the traits mentioned and more, narrow down the search and on the short list of candidates is Boise State’s Chris Petersen.</p>
<p>Well, back off of Coach Pete!</p>
<p>I’m not even going to try to find negatives to turn you away from courting the football god’s gift to Boise State, because frankly, anyone would be hard pressed to find a valid reason not to go after Coach Pete. I’ll just say what most Bronco fans are thinking: leave our coach alone.</p>
<p>You may be able to come to Boise and wave a bunch of dollars in Coach Pete’s face. You may be able to come here with promises of five star recruits and extremely generous, wonderful boosters. You may be able to come here and brag about your football program’s proud tradition. Well, I hate to break it to you, Coach Pete is not interested; or at least that is what we would all like to full heartedly believe.</p>
<p>We all can admit that we, as fans, have been preparing for this since the massive 2007 Fiesta Bowl win and the fuel to the fire has continued as the 10 win seasons keep coming. It would be rather nice to go through one winter where we don’t have to worry about which school just fired its coach and if Coach Pete&#8217;s a candidate. Every year, no matter how much we tell ourselves and the others like us that we don’t have to worry, we are constantly on the edge of our seats, waiting for that dreadful day where we will hear the news that Coach Pete is leaving us.</p>
<p>Maybe Coach Pete will stick around and be Boise State’s &#8220;JoPa&#8221; and we can all call him, “ChrisPe.” Or maybe he will leave for a different school when the time is right. So until then please leave our coach and the stress level of Bronco Nation alone!</p>

<p>As you may well know, I fancy myself to be a tad bit liberal. Go figure, right? Well, because I enjoy fact-checking information that I receive via anonymous chain letters (read: I am a commy), I decided to look into this whole socialism thing.  What I found was incredibly, well, reasonable.</p>
<p>Socialism isn’t the gateway system to communism or tyranny. In fact, many countries do it extremely well and seem to enjoy just as much personal freedom as any American does (potentially more, since they aren’t slaves to the insurance companies). The essence of socialism isn’t government control so much as a shared sense of community and common decency. Basically the way it works is that citizens pay into a pot by way of taxes and then that money is used to improve the quality of life for the rest of the country.</p>
<p>Socialist nations aren’t evil. Really, they aren’t, I promise. Nations such as the United Kingdom, most of the European Union and Canada (America’s hat), all have an integrated and mostly beloved socialist government. Perhaps you haven’t been overseas lately, but they seem to be doing just fine for themselves. They’ve replaced the conservative standard of “individual responsibility” (a.k.a. the philosophy of “MINE!”) with the radical idea of helping each other when one falls on hard times with medical care and welfare instead of casseroles.</p>
<p>As a result, most of the western world has higher literacy and life expectancy, but lower rates of poverty, crime, homelessness, unemployment, drug use and unnecessary death due to “pre-existing conditions.” After learning all this, I wondered why America doesn’t have more socialist policy around. Then I realized that we do.</p>
<p>Raise your hand if you’ve been to public schools. Okay, put it down, you probably look ridiculous. Have you ever called the police or fire department? Do you have a parent or grandparent on Medicare? Do you ever enjoy PBS or free local TV? Do you drive on roads? In Idaho this is sometimes arguable.</p>
<p>Congratulations! You’re a socialist.</p>
<p>America has a number of socialist services that most people take for granted. Why not take the ability to treat your &#8220;hand-gun misfire bullet wounds&#8221; for granted too? Can you think of a good reason not to have universal health care? If taxes are raised to do it, you’ll still save money compared to your insurance bill. The only legitimate fear of socialism is that it will be screwed up by the government.</p>
<p>Okay, fair enough. Look at public education. The problem for some with socialism is that it decreases inequality, which I’m sure certain members of corporate America and congress would find inconvenient.</p>
<p>America has a truly massive GDP. We should be able to afford to treat our sick and injured. Maybe if we stopped subsidizing successful corporations, spending $1,000,000,000 on housing potheads in prison and giving no-bid, cost-plus (we pay back whatever they spend plus a service fee) contracts to Halliburton, we could scrounge up the money. We might even have enough left over to create jobs via public works projects thereby stimulating the economy, reduce our debt to China and send our kids home with textbooks to do their homework.</p>
<p>Look, I know the Cold War was scary, but it’s been over for close to 20 years. We don’t need to be afraid of socialism. Would you rather see someone you vote for running things or a faceless corporate entity? Just because Michael Moore advocates socialism doesn’t mean you can’t. Trust me, I find him just as obnoxious as everyone else does, but socialism isn’t evil.</p>

			<content:encoded><![CDATA[<p>There was a city in India called Tehri, established upon the banks of the Bhagirathi and Bhilangana Rivers. This city came into existence as a traveling king&#8217;s horse came to rest upon a hill, refusing to go any farther, therefore establishing Tehri as his new kingdom. Over time, the kingship government turned into a people&#8217;s council, with the culture of Tehri thriving throughout its growth. That vibrant city is now rubble submerged under the river it used to gaze upon.</p>

<p>On Monday night, the Visual Arts Collective hosted the showing of the film &#8220;Shadows of Tehri.&#8221; Anirban Dutta, a media educator, social activist and photographer based in Dehli, India, directed the film. He was brought to Boise State as part of the Art Department&#8217;s Visiting Artist and Scholars Program, and will be speaking in a free, public lecture Nov. 19 at 6 p.m. in the Simplot Ballroom A.</p>
<p>The film &#8220;Shadows&#8221; is a documentary peering into the spirit of &#8220;Old Tehri.&#8221; The adjective &#8220;old&#8221; has been added because the government has attempted to recreate the town with &#8220;New Tehri,&#8221; located in a distant region, far removed from any water body. Anirban was originally requested by the Uttaranchal government to create a documentary of the construction the Tehri Dam, a movie to be used to promote the project.</p>
<p>&#8220;I did not make the film they wanted me to make. The government wanted to show how great their dam was,&#8221; Dutta said. &#8220;I made this film for the people losing their homes.&#8221;</p>
<p>&#8220;Shadows&#8221; is a visual journey carried by testimonies of various elders who lived there, as well as traditional folk music from the region. The audience is immersed in the environment of Old Tehri, with stunning scenes of musicians performing atop the ruins of their city. Their colorful instruments and clothes stand in stark contrast to the remnants of weakened towers and faded walls. The film was shot during the &#8220;deconstruction&#8221; of the city.</p>
<p>Bulldozers were brought into level structures, from homes to businesses and schools. The footage strolls through the ruined streets that appear obliterated as if by a great war or natural disaster. However, this damage was intentional and forced citizens to leave because there was little left.</p>
<p>&#8220;It was a window to a place I would never have seen in America, the imagery was amazing,&#8221; said Willow Socia, a fine arts major. &#8220;America is a small portion of the world, but so unaware of places like this.&#8221;</p>
<p>The premier of &#8220;Shadows&#8221; was first shown in New Tehri, where many &#8220;Old Tehri&#8221; residents were relocated.</p>
<p>&#8220;I felt connected, even though I have never been to this place,&#8221; Tudor Mitroi,  art instructor said. &#8220;The atmosphere was beautiful, but scary.&#8221;</p>
<p>Anirban  said about 600 people came out to watch the film and see their history.</p>
<p>&#8220;They were talking the whole time saying &#8216;that&#8217;s my house, there&#8217;s my shop!&#8217; It was funny and painful,&#8221; he said. &#8220;They were asking me if I could get still photos from the movie for them to have one last picture of their home.&#8221;</p>
<p>Before he became interested in social activism, Dutta&#8217;s media background began with producing commercials and items for television.</p>
<p>&#8220;I wanted to do something more radical with my work, to focus on smaller communities. The people who usually make the noise are the ones with money and power,&#8221; Dutta said.</p>
<p>Currently, Dutta&#8217;s work is focusing on the drug use and H.I.V. problems in the north-eastern states of Nagaland and Manipur. He is collaborating with artists and media professionals to produce visual essays and documentaries. His past work is a catalog ranging from childrens&#8217; rights to environmental issues and other topics of health and society.</p>

			<content:encoded><![CDATA[<p>Tuesday evening in the Hatch room of the SUB, the Intertribal Native Council (INC), MLK Human Rights Committee and Political Science Association brought  Gyasi Ross to speak in celebration of National American Indian Heritage Month.</p>
<p>Gyasi Ross belongs to the Blackfeet Nation and the Suquamish Tribe in Northern Washington. He obtained a law degree from Colombia University and is a lawyer,  author and teacher. His lecture is titled, “Beyond Guilt, Political Correctness as a Weapon.”</p>

<p>Gyasi defined political correctness as “a philosophy that asserts the wealthy or powerful white people and institutions will voluntarily and benevolently hand over the key to their wealth to us.”</p>
<p>The Intertribal Native Council is a Native American Student group who strive to create unity between different tribes, the community and the university.</p>
<p>Tai Simpson, a Nez Perce Native American and political science major, said she hopes the event will open a dialogue between people.</p>
<p>&#8220;Gyasi’s speaking style, his intensity, opens this channel to us,&#8221; she said. &#8220;We hope to bring cultural issues closer to the people. We want people to be more willing to question their perceptions.”</p>
<p>Gyassi focused his speech on internal issues of American tribes. He expressed his distress with the lower standards for Native American education and expectations. Following these points, he discussed the lack of accountability and  family values.  He said he speaks to provoke people into opening channels for change.</p>
<p>A reoccurring saying in his speech was, “It’s too good to be true.”</p>
<p>He said over and over that getting by easy will only cripple individuals in the long run and that higher standards and expectations must be set for Native Americans to succeed in today’s world. He said that the millions of excuses were no longer tolerable.</p>
<p>Rather than to accept the poverty and distress, it is time to reinvent, according to Gyasi.</p>
<p>Simpson said she found Gyasi Ross’s writings online before seeing him in person.</p>
<p>“He is my Facebook BFF. We started talking via chat,&#8221; Simpson said. &#8220;I am smitten by his writing style.”</p>

			<content:encoded><![CDATA[<p>Would Boise be a happier city if it had a rival? Can barbecue be boiled to greatness?</p>
<p>Hundreds of dreamers, problem-solvers and just interested Boiseans leaned forward to listen to the answers Thursday night. The answers were given as part of Ignite Boise 3; part presentation, part information and all inspiration for a city  thirsty for ideas.</p>
<p>Its recipe is simple: Give anyone that has something to say five minutes and 20 slides to speak their mind.</p>
<p>The event, which shies away from using traditional advertising and instead relies on social media to spread its message, used the Twitter hashtag #IB3 to help the audience live Tweet the evening and find others watching at the theater or at home.</p>
<p>Before the presentations begin and again at intermission, a stream of statuses, questions and requests slid down the main screen showcasing everything the community had to say about Ignite Boise.</p>
<p>&#8220;There&#8217;s going to be diverse individuals giving some very, very cool topics tonight,&#8221; said Ron Baker, co-founder of Ignite Boise and co-owner of Rizen Creative.</p>
<p>Justin Kuntz, Ryan Lascano and Steve Norell gave the second presentation of the night as part of ConsiderDesign.org. The group highlighted the differences between good and bad design, comparing the tales of two different cities&#8217; mass transit systems. They showcased Valley Ride&#8217;s Web site and showed how jumbled it was with many buttons and text scattered around. Next, they highlighted the city of Portland&#8217;s mass transit Web site which was simpler, used bolder colors and included a spot for your beginning and destination.</p>
<p>&#8220;Design is making people&#8217;s lives easier without making them realize it,&#8221; the group said.</p>
<p>While Consider Design focused on principals and a local example of something that could be improved, Brian Harrison weaseled his way to something a little different.</p>
<p>Harrison explained how, &#8220;without even trying,&#8221; you can get your way out of committing to just about anything. Harrison incited the audience to be conscious of the words they use, the commitments they don&#8217;t make, and then &#8220;find the action and decisiveness that is missing in today&#8217;s society.&#8221;</p>
<p>Harrison prompted how John F. Kennedy said we should visit the moon by the end of the decade, but first set a concrete goal.</p>
<p>&#8220;So why the change?&#8221; Harrison said. &#8220;Well, frankly, it&#8217;s just easier. What used to take days, weeks, months to prepare can now be changed in hours, minutes, seconds.&#8221;</p>
<p>He said that because plans can be both created and changed so quickly, they are.</p>
<p>&#8220;That snowball effect just keeps going.&#8221;</p>
<p>The most Twittered presentation of the night and likely the most talked about was Kevin Richert&#8217;s presentation, &#8220;Every Springfield Needs a Shelbyville.&#8221;</p>
<p>The Idaho Statesman&#8217;s editorial page editor, sporting a black U of I baseball cap, argued that Boise is very divided. While the town supports two football teams, it also has trouble with arguments on how bicyclists and automobile drivers share the road. Richert offered a solution.</p>
<p>The Treasure Valley should no longer fight amongst itself, but instead, press its angst against our closest rival, Tallahassee. He said the city is similary sized, is also a state capital and also hosts a large state-funded school, Florida State.</p>
<p>&#8220;I&#8217;m here to tell you that all roads lead to Tallahassee, Florida!&#8221; Richert said. &#8221;Everything I read about Tallahassee, I don&#8217;t like. While we&#8217;re toughing it out in January, inversion month, these guys have temperatures in the low 60&#8217;s. Therefore, they&#8217;re wimps!&#8221;</p>
<p>During Richert&#8217;s presentation his slide read &#8220;Takeaways &#8211; We are better than Tallahassee.&#8221;</p>
<p>We&#8217;ll see.</p>

			<content:encoded><![CDATA[<p>“Brains!” Kylie Madson, a senior English major, bellowed while sharing her story, “My Husband’s a Zombie”, at Friday night’s English Majors&#8217; Association (EMA) Reading.</p>
<p>Held at bookstore, A Novel Adventure, located at 906 W. Main Street, more than 50 writers from various majors read their original fiction, poetry, essays and creative nonfiction. The same venue hosted the debut reading, held in October.</p>
<p>“It’s important for developing writers to have a welcoming audience to hone their craft,” said senior Phillip Bode, president of the EMA.</p>
<p>Senior Michelle Gluch, an English major with a written emphasis, presented her creative non-fiction piece, “The End of Joe.” Taking inspiration from Idaho and Wyoming, Gluch’s piece details the true story of an original Owyhee cowboy. A former travel journalist for <em>The Arbiter</em>, Gluch hopes to use her writing and interest in the outdoors to help the environment.</p>
<p>“A lot of things I write are about Idaho,” Gluch said.</p>

<p>Despite the presence of several English majors, not every reader considered writing their calling. Senior Caitlyn Kendall majors in English with a linguistic emphasis and does not write creatively on a regular basis. An aspiring speech pathologist, Kendall read Friday night as part of her senior seminar. Her two essays, “The Language of Social Dance” and “I’ll be a Linguist”, reflect her passions in life.</p>
<p>“A good dance conversation spurs me on,” Kendall said.</p>
<p>The English Major Association hosts several events a year. Most notably, EMA hosts a “Movable Feast”, a book discussion with fellow students at a professor’s house, a few times during the semester. For a different take on February 14, the association organizes a pro and anti Valentine’s Day poem reading.</p>
<p>“We just want to show that English majors can be involved on campus and around town,” Bode said.</p>
<p>A Novel Adventure, owned by Texas native Mike Rainey and his family since September 2008, provides a quiet and nurturing space for writers.  Rainey views the readings as a chance to support the community.</p>
<p>“Most of the reason we do them is to contribute to the local art scene,” he said.</p>
<p>Though a new event, the EMA readings are more than just a chance to share one’s work with peers. Gluch uses the readings to gain new ideas and perspectives from other writers.</p>
<p>“The more you listen, the more you learn,” she said. “I think it is really important for us to come out to support each other.”</p>
<p>In addition to the readings, A Novel Adventure hosts author signings, poetry slams and holiday events. The readings, however, remain an important part of the community.</p>
<p>“They bring people together to connect,” Emma Grubaugh, sales clerk, said.</p>

<p>Boise State used rival Idaho as an opportunity to flex their muscles to the nation by blowing out the Vandals 63-25 in a game that was never close.</p>
<p>BSU sophomore quarterback Kellen Moore improved his Heisman stock as well. Moore threw for 299 yards and five touchdowns against an Idaho defense that had no answers for Broncos newly revived no-huddle offense.</p>
<p>Idaho killed themselves early in the game by turning the ball over on their first two possessions inside their own territory. Moore and junior wide receiver Austin Pettis made them pay for the mistakes.</p>
<p>Pettis put on a clinic, catching eight passes for 123 yards and four touchdowns. Pettis now holds the record for most receiving touchdowns in a single season by a Bronco with 14.</p>
<p>“We came into this game with a big mentality as a receiving core that is was going to be on our shoulders, Pettis said. “We knew if we could make a lot of plays it was going to be a good outcome.”</p>
<p>Idaho was down 14-0 before they even knew what hit them. The Broncos capitalized on Idaho’s turnovers early. Moore hit Pettis on a 4-yard fade route and then on the next drive found junior receiver Titus Young streaking through the middle on a 25-yard TD reception making the score 14-0 early in the first quarter.</p>

<p>one-man wrecking crew, running for 145 yards and two touchdowns, but this game was about BSU establishing its dominance in the rivalry and leaving no doubt who was the better team.</p>
<p>“It’s good to start playing well. Anytime you’re able to score 63 you feel pretty good,” Moore said.</p>
<p>Right before the half the Vandals engineered a great scoring drive cutting into BSU’s lead 35-17, but Young made sure in didn’t stay close for long.</p>
<p>Young took the ensuing kickoff 100 yards to house right before the end of the half. The return gave BSU a commanding 42-17 lead going into the half taking away any wind left in the Vandals’ sails.</p>
<p>“That was a great play by him. I just saw him and the parting of the seas and he just shot the gap. Obviously to close the half off like that was a momentum shift,” Wilson said.</p>
<p>Idaho sophomore quarterback Brian Reader continued his struggles in the second half. Reader was intercepted by BSU senior cornerback Kyle Wilson five minutes into the third quarter. Wilson caught the ball on the run and was off to the races for his second interception return for a touchdown in three games.</p>
<p>“I recognized the formation and had a feeling it was coming. I just watched his hips and as soon as he dropped I just tried to locate the ball as fast as I could and tried to get my hands on it,” Wilson said smiling.</p>
<p>BSU dug into their playbook again in the third quarter. Freshmen running back Matt Keiserman took a handoff and threw to a wide open tight end Kyle Efaw in the corner of the end zone. The pass put BSU up 56-17 mid way through the third quarter.</p>
<p>Keiserman later got injured on a running play during cleanup duty and was carted off the field. It didn’t look good.</p>
<p>“He’s had some hard, tough luck,” BSU head coach Chris Petersen said. “He is a tremendously important member of this team and a really good player. Sometimes that luck goes in spurts. Really good and really bad…It wasn’t looking too good out there.”</p>
<p>A big part of Idaho’s failures came from Reader who threw five interceptions that seemed to come at the worst time for the Vandals. Idaho out-gained BSU 514-458, but it didn’t matter. Idaho had seven turnovers in all &#8211; BSU did not have a turnover, which was the deciding stat in the game.</p>

<p>Junior running back Jeremy Avery carried the ball 14 times for 110 yards. Young also chipped in big on the receiving side for BSU with six catches for 101 yards and a TD.</p>
<p>After the game, Petersen was very happy with the effort of his team and the offenses capability to convert in the red zone.</p>
<p>“For us to get as many turnovers as we did and make some plays on special teams was great. I thought our offense was clicking better than ever. I think it was a really good game to have this time of the season,” the coach said.</p>

<p>The faculty senate met Tuesday Nov. 10 to discuss the need for a new policy of shared governance, in decisions regarding employment. Recent state budget holdbacks threaten the university with a possible declaration of exigency.</p>
<p>Sen. Gary McCain presented a draft created by the financial affairs committee to protect tenured faculty appointments if President Bob Kustra begins termination.</p>
<p>“Kustra is essentially holding a blank check with no constraints,” McCain said. “The threat of exigency is very real and this sets boundaries.”</p>
<p>The American <a href="http://www.aaup.org/AAUP/Financial/Policy/"><span style="color: #0000ff">Association</span></a> of University Professors defines exigency to be “an imminent financial crisis that threatens the survival of the institution as a whole and that cannot be alleviated by less drastic means than the termination of tenured faculty appointments.”</p>
<p>McCain said Boise State declared exigency in 1983. Classes and university operation continued until financial stability was re-established.</p>
<p>Kustra approached the faculty senate last month, advising them to prepare for more holdbacks. He reminded them of his control over financial decisions in the event payroll expenditures could not be met.</p>
<p>“Based on what I am reading, the economy may be on the way back up again,” he said. “We can take our chances that the board could come through this without declaring a financial exigency.”</p>
<p>McCain is not as optimistic.</p>
<p>“If this happens, departments will disappear, majors will disappear, and schools will disappear,” McCain said. “It will effect everyone.”</p>
<p>McCain said the financial affairs committee unanimously approved the presented draft. It changes the delegation of authority from the chief executive officer to a procedure allowing for shared governance and formal due process.</p>
<p>“Now it is time for the faculty senate to do something,” he said. “We need checks, balances, and safeguards.”</p>
<p>University presidents met earlier on the same day and accepted their own revisions made to the debated policy. The faculty senate was not given the opportunity to endorse the changes.</p>
<p>A special meeting is scheduled for Tuesday Nov. 17 at 4 p.m. in the Student Union Building and is open to the public. They are hoping for input from all faculty and staff as revisions are made. The final draft will be presented to the State <a href="http://www.boardofed.idaho.gov/bdmeetings.asp">Board</a> of Education next month.</p>
